The Governor of Ondo State, Lucky Orimisan Aiyedatiwa, has signed four new executive orders designed to create an enabling environment for business growth, enhance physical planning, and protect landowners’ rights in the state.
The orders, which address transparency in governance, land-intensive agricultural investments, construction approvals, and land grabbing, aim to promote economic development and social justice in Ondo State.
Promoting Transparency in Governance
The first executive order mandates key Ministries, Departments, and Agencies (MDAs) to improve transparency and efficiency in their operations. Affected MDAs, including the Ministries of Commerce, Works, Lands, Physical Planning, and others, are required to publish details of fees, procedures, and Service Level Agreements on the state’s official websites.
Contact information for grievance redress must also remain functional during work hours, ensuring accessibility and accountability.

Responsible Agricultural Investments
The second order introduces the Framework for Responsible and Inclusive Land-Intensive Agricultural Investments (FRILIA), aimed at fostering agribusiness reforms. The framework ensures that large-scale land acquisitions and resettlements align with international best practices, guaranteeing shared benefits for private investors and local communities.
“This framework will address land concerns and offer mutually beneficial solutions for stakeholders,” Governor Aiyedatiwa noted, emphasizing its potential to transform the state’s agribusiness landscape.
Enforcing Building Standards
The third order focuses on improving physical planning and construction safety. It mandates phased approvals for building projects, with strict adherence to safety and engineering certifications at each stage. Variations to approved architectural designs will also require official permits.
“This order ensures that safety and engineering standards are not compromised, fostering a culture of compliance in construction,” the Governor’s statement read.
Combating Land Grabbing
The fourth order targets land grabbing, prohibiting illegal occupation and violent or fraudulent activities related to landed properties. A newly established Task Force will work to protect property rights, uphold the rule of law, and ensure a secure environment for residents.
